I've had problems with staggering wind element. (Cyclone and Jinpu)
Pantagruel is my 1st case. Had to kill one w/o stagger because of it. The next one was wind as well, i had to try multiply times to stagger it but finally got it to land.
Treble Noctules is my 2nd time in 2 days i've had this problem. I staggered Treble Noctules but after multiply tries.
I've only had this problem on wind. (Cyclone and Jinpu)
These are probably the only 3 times i've had to wind stagger in the last couple days.
fyi : i know how to red stagger NMs. I wouldn't post this if the stagger was possibly badly timed.

I've run into some difficulty with staggers too...but I chaulked it up to lag and my WS/spells overlapping with the trailing end of an action or initialization of one that prevented it from landing. With so much being server-based, the extra RTT between US and JP could be creating a problem when there is a lot of activity.

I understand your point. But this has been wind only. I've killed about 30+ NM's in the last couple days that required red stagger. Only time i had a problem was on wind element.
