Outpost NPC crashing

I recently started playing again and I've run into a major issue. I can somewhat get near the actual building of the outpost, but if the npc there shows up, my game freezes, and my computer restarts. I didn't have any trouble with the npc that issued the supply quest either. I've already done a file check through POL and it claims nothing is wrong. I'm pretty sure it isn't my computer because everything is fine, and it's been through much worse and hasn't had to shut itself down.

Details:
My computer crashes near the West Sarutabaruta outpost when my camera is facing it. The problem has escalated and my computer crashes and restarts when facing the outpost in general, even from the zone line. I have done file checks, scans, and even uninstalled and reinstalled JUST FFXI, and that doesn't help.

Steps:
1. Headed to West Sarutabaruta for a supply quest, computer restarts when I get near it.
2. Reload everything, and get the outpost out of sight.
3. I slowly pan my camera back to it and my computer restarts.
4. Ask friend to go to the same area, he is ok on his laptop. I copy his files.
5. Problem just gets worse, facing a certain direction (towards outpost) restarts my computer.

Graphics Card: NVIDIA GeForce 6200

EDIT: Used a friends computer to move my character, and there was in fact another npc border hiding around the corner coming from East Sarutabaruta. Those taru's are what's restarting my computer.

I had hoped it really was just the area in the Sarutabaruta region, but it happened as soon as I got into Buburimu Pen. What would cause certain npc's to CRASH a computer, or a game even? I've tried reinstalling as previously stated, I've done countless file checks (and playonline says it's fine), and my computer and internet is up to par. For all I know, it could be the flag of all things, I don't have issues in Windurst. I've even gone to my control panel and changed my settings to http://forum.square-enix.com/ffxi/threads/18469-FFXI-crashes-windows/page2.

I can only mess with these options so much before I'm out of option and unable to play this game at all.

My game apparently is unable to load Windurst Outpost guards/ Banner. When Sandoria was controlling Buburimu Peninsula I could enter it just fine.
