Similar story here. Haste is incredibly easy to cap on THF, and is obviously a must for utsu macros.
But for TP I drop to 23% visible haste with 12 triple attack and 13 double attack (before traits/merits) leading to 23 of each when /war. My gear (http://www.ffxiah.com/item-sets/113192) isn't perfect either, I need a new earring to replace hollow, a new neck probably, and a new main hand (obviously I main Lux and sub triplus but couldn't get ffxiah to show it that way around).
Neck > rancor unless the 10% is going to kill you (alternatively, nef collar + ranc mantle for same reason, or nef collar)
Hollow > Suppa unless you have a real good reason to not have suppa
Replace Triplus with Aluh Jambiya.
EDIT: the above are just suggestions, there is obviously better but that depends on what is available to you

If Thaumas gear is out of the question, you should look into Haste gloves, such as Brego Gloves. With haste being "incredibly easy to cap on THF," there is no reason to not cap it.

I don't have thaumas yet, so I use +2 head, Mustela harness, brego hands, twilight belt and +2 legs. I've been looking for better options, haven't decided on anything yet though.

I agree with you almost entirely, Only thing is, it was shown pretty heftily unless you're getting High Haste (march+Spell), that the set she is wearing is better than a Brego Glove/Dusk/whatever haste hand set so long as the enemy isn't complete fodder (Dynamis EP or Salvage).
So, If Salvage/EP Dynamis? Yah, Would be nice to carry around some form of Haste Feet or boot, For anything else, Until she's rocking Thaumus (Or Nomph Mitts actually), Her current set is fine.
Haste is pretty much everything, But today's DD need to stop forgetting how important Accuracy is as well, Since Abyssea and most of VW have spoiled us... Especially 1 handed DD and 2 handed DD who still think they auto-cap Accuracy, Those +2 Gloves offer 11 Accuracy over Brego, or most other equal haste Glove options, Which just means all the more for that set.
Long story Short, Yah, Capping haste on THF is easy, But without some key pieces (Thaumus, those 8m~9m Nomp Mitts), IN most instances, the set they're using is fine (Minus the Rancor/Nef/Suppa thing lol)
Edit:*** Flor Clarity sake, The Information I'm using was relevant around the time THF+2 Relic was released and it was mathed then, There's been a good chunk of new gear added, But for all intents and purposes, No, Brego gloves would not be better for their set unless They're getting Haste+March, or something like Embrava.

You should draw some flames on Sonic the Amorphous Blob to make him go faster, and maybe give him a smile so he looks happy about going fast. Right now, that poor globule looks to be to be feeling existential horror at all the world as it passes by in a blur.
