OK SE Ive spoke with your tech support and you told me to uninstall-reinstall Ive done everything you asked and they ive been told.. ports, disable UAC, everything!!! still freezing at 89% on the first freaking bar it wont even get past downloading the latest version info.... WHAT IS GOING ON SE?!?!?

That sucks man. When you re-installed, did you install the game into the same place as last time? I suppose it's possible the corrupted file wasnt overwritten and is still there causing problems.
Have you tried a virus scan? have you tried scandisk? disk defragmenter?
Other than that I don't know what to tell you ;_;.

Okay something weird, I tried on two other computers, all different copies and different char log in. one disk, one steam, one digital download ALL on different computers and ALL the same problem exactly 89% on the first bar... so It cannot be my actual game..

Okay so I took the laptop version to a friends room and used their internet its updating there... so ... perhaps my internet company is full of shit? I guess now I have to carry my $3500 monster of a computer over there .. fml..

something is probably blocking one of the "pushed" connections from SE. Sometimes if the connection is not requested on your end, it gets blocked. Check the logs in your router, local firewall, other security and such to see if something is getting blocked while you are trying to get in. Usually it's one of their IP's starting with 124 when this happens. Create exceptions for them and it should get you rolling again. If you can't create an exception for the IP or IP range, then there is a feature you may need to disable, like maybe disabling the SIP ALG on the router's NAT filter (or changing it to Open filtering), or making the router pingable by enabling that option--maybe even go so far as to temporarily disable the router's firewall.
Here's two blocks I've found that are leased by SE:
202.67.48.0 - 202.67.63.255
(this has various SE servers like DNS, E-mail, etc)
124.150.152.0 - 124.150.159.255
(various game specific servers--found IP's blocked when FFXI would have connection errors)
