I need help. I've been trying to put in an application to be on the test server. But I can't seem to figure out why I'm not allowed in. I meet the level requirements. I'm playing on a PC and I have all the expansions registered and at least started.

Did you transfer yet? I'm pretty sure you need to have a transferred SE account. Beyond that it's the end of the month and they always have their services down or whatever for maint period.

Transferred before they forced us all too. And this has been going on for a month or so. So i don't think it's a maintanence thing. But thank you.

The character selection page on this site is very tricky. You have to click the little star/flower thing on your character's portrait to select them, then click 'apply'.
