Change the strategem level balance to grant a 3rd strategem at level 45, this will be a greater benefit to subbing scholar and will hopefuly entice people away from /rdming for everything under the sun.

Hey, I resent that. I still use /rdm and perfer it over /sch. Both have pro's and con's as a subjob. How about we leave it that way, kay?

In before "convert is easier than putting up light arts and strategems" argument

pros and cons would constitue a arguable balance between the two support jobs which DOES NOT EXIST.

Refesh, yes give comparable MP returns to Sublimation and light arts reductions, however, Convert, and 15% Fast cast TRASHES any benefit to subbing scholar. whopity doo i can aoe a spell every 120 seconds. wooo. sch definately needs to be a viable alternative to subbing rdm for any mage job. there is only two jobs in this game right now where subbing SCH is viable, 1 is Redmage, Scholars nemeisis as a SJ, and the second is paladin ( dont knock it till you try it. you can virtually keep reprisal/palisade up 90% of the time with this combo, cure your own status ailments, AOE heals on the alliance for massive hate, ect ect.)

...What the hell are you talking about? From the career WHM I've spoken to on the matter of subjob, subbing SCH is the hands down best choice for curing, if you care about the maximizing your curing with -10% MP off cost with light arts, not counting using stratagems. Using -na spells comes out over Divine Veil (enhancement giving -na spells aoe effect when randomly activated) because you can choose it. It does beat out RDM from what I'm told when expanding the role of WHM.

RDM isn't a bad choice either. It's simplistic, familiar, and it gets the job done. But SCH is already in place as a number one prime pick for career WHM.

You want to complain about uselessness of a subjob, go try to use /smn again. Larger MP pools and auto refresh was the only thing it brought to the table but now most mage jobs have an abundance of MP, refresh gear and/or have better, aka useful, subjobs to use.

...and I started to ramble. tl;dr
You don't know what you're talking about, SCH is fine as a subjob with what it offers.

I don't think any greater incentive to sub SCH is needed, nor is a third charge on sub.
