Oh! They actually added them for the main-cities as well this time, nice!
Well only seen at Bastok, but I guess it's quite the safe bet to say the others have 'em too.

I figured they'd be posted next to the other voidwatch NPCs, but I went to the ones in Bastok S and there wasn't one there.
