As you can see, I got every pop while I was there. In that same 3+ hour time frame, I could have guranteed myself 12 KI's off similar timed NM's. If you want to limit upgrades for heroes areas because you want to keep balance between horn/shield since theres no preliminary trials...go ahead. What reason is there to make scars VNM's such a nuissance to upgrade?

I know i'm not a Dev, but you may want to rephrase your query, It seems to me you went in with 3 characters 1 had colorfull demilune abyssite and 2 didn't, the 2 who didn't have it upgraded quickly, are you saying it's too quick? Or that it took too long?

Es'Euvhi is the t2 VNM...the one that you kill to hopefully get a Lusca pop item.

They're fixing what DOESNT need to be fixed (6 mobs on a 5 min repop) and ignoring the problem (1 mob on a 10-15 min repop).

They're just going by SE tradition on this one it seems. Whenever a problem is brought up, they either ignore it completely, or they come and tell you how they're gonna fix it. In the rare case that the latter thing happens, they take months to address it and when they get around to it the "fix" is so ridiculous that you start to wonder whether or not they knew what the problem was in the first place. In this case, I'm pretty sure they didn't.
