Not sure if this is intended. It is possible to stagger a mob and it not droping anything at all.

It's not a bug really. Basically you pull a yagudo or goblin as THF, stagger it on first try, then hide to get rid of possible links [ so obviously you can only do that on goblins and yagudos]. The mob is still staggered , but it will drop zero coins [ you have to stagger it a second time to make it drop..].

Also could the dev team make steal succeed more often on beastmen... seriously only staggered twice with steal in several months..

I think it just goes with the territory. It's one of the dangers of using Hide to get rid of adds. It completely removes you from a monster's hate list and erases all enmity, so for all intents and purposes, the mob deaggros, which means all staggers will be reset, even if it's still staggered at that moment. If you're duoing, you can let your partner get hate on that mob, so when you hide it won't reset its stagger. Otherwise I don't see how to fix this without reworking staggers in general.

Can Steal not stagger unless it succeeds?

only staggered with steal on success, and steal works like once every 2 hour. They should at least allow it to work independently of it succeeding or not like dispel.
