I downloaded FFXI: Ultimate from Steam, and I've been able to troubleshoot all the way until I get to the part right before you actually play the game. I got an Error:020, saying that my game wasn't installed (despite being installed by Steam). I was just wondering where I should put the file path when installing the Windoes 7 POL viewer to my Steam folder. I originally heard install it to Steam/steamapps/common/ffxi, and everything looked all right (POL Viewer folder in same area with Tetra Master and FFXI folders), but it's still saying that I didn't install it.

I'm not sure if it even requires that to be done. I can however easily imagine things going bad if the viewer is installed separately, though I have not actually tried or read about it, so it might just work. I have my doubts.
Have you actually tried running it with whatever Steam installs? I don't think it should need the 'windows 7 compatible' version to be installed separately. I also don't think I even needed to switch from my old Viewer that I used under winxP, which might be due to the updates but nevertheless, were you unable to run the software and thus proceeded to install the Viewer separately?
Basically, if I remember right, the PlayOnline Viewer can be installed to where ever you want, as well as can be the game itself as they are separate installs, and it will check the registry for the locations, which it fails to do for you as it can not 'see' them installed.

I saw someone's post on another board about registry errors, and he wrote that his 0001 was missing, but mine seems to be there. I'm just at my wit's end here - I have no idea what to do.

If you can not find any more info about it, I would try re-install via Steam (maybe first the 'check file integrity' or whatever it was called in Steam), and not install the downloadable 'windoze 7 POL Viewer' at all, unless confirmed that it is indeed necessary.
If you had the game files update for hours, you may want to back up the game folder as the newly installed folder can be replaced with the one with the updated files, thus avoiding the need to download the files again.
It does take quite a while to just copy the files over as well. Would be best if you had a different hard-drive to copy them from. Alternatively, rename / move the FFXI-folder with updated files, install FFXI, remove the newly installed folder and move / rename the one with the update files back.
That's more for future reference for anyone having to re-install the game for whatever reason and not particularly something you need to get into to get your problem solved.

kazunhite,
The information provided already is correct. The version of FINAL FANTASY XI currently available on Steam is completely compatible with Windows 7, and further downloads are not necessary. Simply remove all traces of the Windows 7 compatible PlayOnline Viewer from your machine, as well as the package installed through Steam. Once both versions are removed, reinstall the software through Steam, and that should resolve your problems.
