Just logged on after maintenance and saw that the Trolls still hadn't gone (they were level 4 or 5 before maintenance started) and were at 187/200 level 8 Preparing.
I got ready to head there, and waited 15 minutes. Still 187/200. The Savages were level 1 initially, they are now level 3 133/200 so Besieged itself is fine, but the trolls seem to be 'stuck' for lack of a better term for it.

2. Notice Troll Mercenaries are at Level 8 preparing, 187/200
3. Notice the Savages are at level 3 preparing, 133/200
4. Wait 10 minutes
5. Check again, notice that they are still at 187/200 but the Savages have increased several times.
