Before the update bard could have automatic recast on any song inside abyssea using Atma of the Blighted Breath and Atma of Camraderie. This is still true for every song except Lullaby. I've tested adding or taking away other forms of haste, I.E. Bard Merit 5/5 Lullaby Recast -5 seconds, Spell:Haste, Atma of Merciless Matriarch, Recast Delay-4, Haste 4% equipment. Lullaby recast for any of the 4 songs is 11 seconds now and cannot be lower. I believe this is a bug, I have not seen any mention of this being on purpose.

ever notice how they ask for alot of info that is totally unrelated to the bug you are reporting when you've already explained the bug quite adequately for them to test/confirm? Connection speed has nothing to do with the effects of an Atma...

Now you know why their customer service is absurd and falls under the same copy and paste responses. In a real world someone would address the problem with a common sense approach but i guess internet packets could possibly be a glitch in it's binary code due to some cisco router on it's way there.

This isn't actually a glitch, and the OP is probably using windower with the recast plugin (it's about 1 second slow) instead of looking at his menu.
All forms of Lullaby have a base recast of 24 seconds, and the minimum that you can reach (including -Song Delay/Lullaby Recast gear) is still 50% of the base. That's 12 seconds. Lullaby Recast merits have never really let you cast Lullaby more frequently. They let you use more Magic Accuracy instead of -Song Delay gear when you cast it.
If there was a time when you could cast Lullaby more frequently than that, you should have made a thread then to report it. This is one of those cases where the GM is going to go, "Working as intended!" and be right about it.

The two atma's that I mention I've used in the past, they are actually supposed to take 10 seconds off the recast, each. So -20 seconds from any song. If you don't have the atma's to test it yourself, don't claim you know the minimum recast. Especially when I have done extensive testing before the update, where I enjoy'd being able to cast Lullaby repeatedly. I can still recast all of my other songs instantly in the same manner that I used to do with Lullaby.

I decided to do some more testing. Atma of Camaraderie alone is -10 seconds on song recast. Atma of Blighted Breath is -10 seconds on song recast. Before the update you could use both for -20 seconds, or at least when I tested that was the case. Now you can have -10 from one, but the other depends. Chocobo Mazurka becomes 40 seconds to recast, March or threnody is automatic, Lullaby and the Etudes that have 24 second recast become 12. I'm not going to cast every song to check the recast, but my point is the song recast atma's must have been changed. Initially I thought it was Lullaby, but I didn't check all of my long recast songs.

Qeepel Template: Atma of Camraderie and Atma of the Blighted Breath combination changed recast in a way that favors some songs and not others. Windows. Charter ISP. CATV. 100Mbit/s. Issue ongoing, September 26 5:40PM PST. Always occurs since the update. Shuyinffxii. ElvaanM. Asura. 95 Bard Main, Sub 47 White Mage. Abyssea Altepa, Doll section north of Flux 8 and in front of the Conflux Surveyor. Tested in an alliance and solo. Doll enemies or none depending on song. I was leveling and noticed Lullaby recast now had a minimum recast when using my 2 atma's that both have -10 seconds on song recast, a total of -20. My gear used to also affect recast with them. Now some songs are reduced by 20 seconds from the 2 atma, while others are affected less. March's and Threnody's are 1 second to recast, Chocobo Mazurka is 40, at least some Etude's are 12, Lullaby's are all 12 as well. I haven't tested every song, but my point is that the combination of the 2 atma has changed, not in a way that is specific to all songs and deffinitly not the same as it was before the september 19th 2011 update.
To recap: using these two atma can reduce recast on some songs, such as the 21 second recast Victory March by 20 seconds, so it becomes 1 second to recast. But the 24 second recast Lullaby, even with bard's -5 second merit becomes 12 seconds to recast, or with only 1 it becomes 14(meaning the Lullaby Recast merit isn't affecting Lullaby for me when I have at least one of these -10 second on song recast atma's).

Sounds like exactly what I described. It being a 4 second recast was the broken case, not the other way around. You're actually kind of doing the whole report backwards, because what you're really reporting is that Minuet and such still have instant recast when wearing the two. It probably doesn't work with Finale anymore either, does it? It's kind of a shame that they fixed this, because Bard gets almost nothing to increase their usefulness inside Abyssea. They could have at least given a "March effect: Superior/Minuet effect: Superior" Atma or something.
Remember this Atma (http://wiki.bluegartr.com/bg/Atma_of_the_Azure_Sky)? It used to break Summoner's 45 second Avatar BP cap too. Similarly patched.
