I hate to sound like a broken record but I'm once again spending hours in Jeuno shouting (yelling) for a mission that nobody has done or wants to bother helping with. You shouldn't have to spend hours shouting to not even get a single response.
Maybe you could do a few adjustments to future/current missions/quests to:
* Allow players who haven't completed the quest or mission to assist in the battle.
* Allow players to take their adventure fellows or story related NPCs (usually in the cut scene but not available for the fight) into the battle.
* Scale the difficulty of the targets in the battlefield to a particular range based on the number of participants.
*Reward players for assisting in fights already completed with valuable items, reasonable amounts of gil, and experience points.
If any of these were provided players would be able to progress in the story portions of the game where they're stuck and unable to receive help because of how things are currently.
