When two nations tie for first, the Troop Valeriano will not appear in any nation. This creates 2 problems. First, Nokkhi Jinjahl will not appear, which means what few woodworkers there are won't be able to stack bolts and arrows. Second and worse, Ominous cloud will not appear, which means woodworkers cannot stack Shihei. This doesn't hurt just Ninjas, but anyone who uses this common support job.

This situation, while uncommon, hurts both the producer and the consumer whenever it occurs Producers cannot stack their product, making selling larger quantities awkward. This hurts consumers, as the scarcity of stacked ammo and shihei drives prices up.

SE has come to understand the importance of easing inventory management over the years, and is always making progress. Stackable Crystal Clusters is an example of their ongoing commitment to this. Stacking ammo and shihei is essential, and cannot be left to chance. The easiest fix would be to create new, permenant NPCs that perform identical functions. Another fix would be make a conquest tie for first place impossible. The former approach seems easiest.

While this is all true, it does benefit producers that keep stockpiles of shihei toolbags on mules. Those that plan ahead for cases of ties reap the benefits of not having the toolbag npc. It's just supply and demand, they still have the supply and can demand the increase in price.

I'd perhaps propose permanent NPCs that stayed in Jeuno, but would request a heftier fee for quivering. Like instead of the carnation or wijnruit, they'd ask for a cluster of crystals matching the given game day.

its fine as it is...you can deal with it for a week.

to clarify: For a week, you can buy regular stacks of tools, and replenish as you run out. I've sat on a stack of each elemental tool for close to 3 months with barely any replenishment, so I doubt you're buying stacks of toolbags of elemental tools and burning through them. Shihei I can imagine you're going through, then buy a stack, and buy a second stack. When you clear off a stack, buy a second stack. I dont know what event you'll be doing where you actually go through 200+ utsu casts in one session. Other tools...that newer stuff, same thing, I dont think you're burning through them all that fast.

If you're a rng or cor...well, lets be honest, you're not a rng, and if you're a cor, I doubt you're really firing bullets.
