I play the PS2 version on a PS3 (it is the hardware backwards compatible one). I have had a few game freezes on non-quest npcs and the warp to whitegate npcs but they are usually short.

I got war and mnk to 50 and went to Bastok to start the af armor quests. I went to talk to Oggbi as a mnk and became stuck. I targeted him and pressed the button to talk on him and ... nothing. Couldn't move, got no cutscene. I figured it would be a short freeze so I went to do a few things around the house. 20 minutes later I was still stuck, so I turned off the machine and went to bed. This morning, tried again and became stuck.
Turned off machine and logged in on the computer - no problems, got cs. Logged out because I hate playing on the computer, tried to get the war quest from Deidogg. Froze again. Did a few things around the house, it didn't unfreeze so I shut off machine and used computer to get the cs.
