At 75 Cap the SC system ending with Light and Darkness made since. But, since we've proceeded well past that point and considering some of the things introduced thus far I didnt think adding another teir to the system to be out of the question and possibly motivate players to use SC's more often. The SC system so far has kept light and dark elements seperated, for Teir IV i'm proposing mixing them and having added effects to make them unique as well as their respective elements being the MBs. Being late added SC's limiting creation of the SC to ws from Relic/Mythic/Empyrean/290Skill seems practical. The added effect should probably last roughly 20 seconds so its not overpowering.
Fire + Earth > Magma with added effect Curse.
Thunder + Water > Electrocution with added effect Terror.
Dark + Wind > Pestilence with added effect Plague.
Ice + Light > Prism with added effect Amnesia.

a 20 second terror is way too much IMO. Red procs dont even last that long.
I like the idea, few complaints:
Fire + earth = curse? maybe petrification or Virus but curse dont make sense. Others look ok.
minimum 3 seconds to 10 seconds max would make alot more sense than 20.
IMO though I highly doubt SE would implement this cause it would give a way to lock NM's into petrification, amnesia, or terror. They might consider it if it was a low percent chance of it happening like say 25% chance of procing terror, plague, etc from the SC.

Perhaps if you had WS that already had all the properties of light or all the properties of darkness you could:
Light + Light = Light
Darkness + Darkness = Darkness
Light + Darkness = Quintessence/Omnessence (Obviously 'quint' means '5' but traditionally it is the 5th element composed of the 4 base elements. SE use an 8 element system and 'Octessence' sounds a bit odd)
I'd simply have it cause more damage than light or darkness. No need for additional effects IMO

Several relic and empyrean weaponskills do this already. You just need to have matching T2 and T3 skillchain elements on the weaponskill.
Victory Smite is Light/Fragmentation, for instance, and will self-chain Light.
Also, the T4 weaponskill(Light+Dark) is ingame, used by Tenzen, and is called Cosmic Elucidation. Ofcourse, he's a SAM NPC that uses weaponskill-like abilities to produce a skillchain-like effect, so we can't be 100% sure.
I do suspect though, that IF we get 8-element skillchains, it will require 300% TP weaponskills at 99, perhaps under the effect of a 2hr. And maybe limited to a few jobs like SAM and PUP. (Jobs that can pull off 300% TP self-skillchains.)
