The chat service on the support site connects you to the same people. The phone number is also given out for specific issues that cannot be handled any other way.
My only phone experience with them was helpful, but it certainly wasn't fast. I was on hold for almost 20 minutes. Especially given the phone number is buried in their website or given by the support staff, it kind of puzzled me why they would be so busy that I could be put on hold that long. Fortunately, the representative was very friendly and was able to help.
GM support is another matter- They're usually very fast now; I remember in the early days, you could wait half an hour or even longer before a GM answered; now it's never more than a few minutes, at least for me.

It's through the original support portal... link to the portal is in the lower section of the POL site. Think it was a little above the ad for the tokens.
Edit:
You can't get to it directly, you have to go through the php scripts to get to it, but you can get to it pretty close for the NA region from this link:
https://support.na.square-enix.com/contact.php?id=20&la=1
***this lands you at the Q&A search, which you have to go through to get to the "Next" button that takes you to the landing page to either email them or start a chat session.
For other regions, go to your region's playonline.com site, look for these buttons (should be on left side):
<Information>
<Rules & Policies>
<Service & Support>
There will be a search box there too with a button to search the Q&A.
Click the Service and Support button, it will open a new window with the support portal.
Click the Contact button in the upper right for various contact options.
Click the "Get Support" button in the "Customer Service" section.
It is going to search the Q&A databbase for you... feed it your categories and plug in something to search on and click next.
It will return hits on things from the knowledge base. Under all that, click the Next button.
Now you have the options to send them an email or get Chat support.

Chat and phone support are both available through SE's support portal; but the options are only selectable for certain issues, mainly account related issues. Email support is always available- they usually respond in a reasonable time frame, and if they cant resolve the issue over email, they will give you instructions to call or chat.
