Build one. If you can't find one or parts for one in a dumpster, you're not looking hard enough. I live in the poorest, most rural, midle-of-nowhere town in America. I have 5 waiting in case this one breaks down.

Most public and college library have computers for public use. Or maybe a rl friend will allow them them to go online to complete this. Before I had a computer I used to purchase airline tickets and printed out boarding passes on public computers. I would recommend the person be comfortable with it before doing this thou.
