I don't know why but to me, it seems like it fits nicely with signet. Provided the moogles are willing to share that knowledge with the leaders of the three nations. They can be a peculiar lot sometimes.
Of all the kupowers that I look forward to, it is that one. It would still have to require the person to rest to gain the effect. I know that it could be an issue as far as dancer is concerned (don't know if any other jobs have a buff like this). But, maybe make some kind of small modification for dancer's buff such as not going away if getting hit by a mob or something.
