Why did it get nerfed? It was a situational useful yet balanced shield. A overall neat item. Now its just nerfed junk. Not worth wearing at all.
Can you un-nerf Sipar?

A shield that blocks that high without being ochain isn't "situationally useful." it would be universally awesome.
That sounds like a bug and necessary nerf to me.

It's from aspid/adamantoise, probably has the same block rate as other shields its size now.
It did have some uses but yeah it doesnt really make sense to function the same way with Ochain around.
Mainly it was used as a skillup shield or a way to get around interupts.

It barely blocks any damage so even if they brought back the old block rate it couldnt hold a candle to relic or emp shield.
Its just fun for skill ups and useful for preventing spell interupts like rune said.
I just dont really see why it needed to get nerfed, when its use was so limited.
Its a bucker type... PLD did't really use it... rdm used to use it for meeleing mostly (unless like Genbus)... i cant see why they nerfed it to be honest... its smal it blocked a lot then again buckler type doesnt reduce as mutch as Kite or Tower... so i dont see y they made Adjustments. On top its droprate was not like soooo high that everyone could get one.
Seriously unnerf it it was fine as it was. For skillup and playing around with...

Spells are designed to be interupted if a mob is wailing on you, with this sheild you could cast reraise or utsu or anything you wanted while the mob is hitting you and very little chance of being interupted. It really was kinda broken.
I think it was lucky it stayed in the game as long as it did, it finally got their attention for whatever reason and they nerfed it back. No way they will put it back as it was.

The reason this was nerfed was/is because of Shield Mastery Prior to the addition of Shield Mastery having a shield that blocked 80-90% for little damage reduction meant nothing as that's the trait that prevents interruption during casting which makes this shield broken.

True, it blocked a lot but the downside was supposed to be the fact that it would only negate a mere few % of damage, so even blocking you were more or less being hit with the full force of the attack.
Seems odd that they would nerf it now of all times, and not back when PLD/NIN was king and all your shield was used for was smacking the mob in the face/blocking for Ichi. Oh well, was a very nice shield in capable hands for a little while at least.

It was nerfed a long time ago I don't remember exactly when but I'd bet around the time Shield Mastery was introduced years ago.

But the nerfed block rate would/should put it on the same level as light buckler before accounting for the +5 skill on it... so when accounting for the skill it would have a slightly lower block rate.

No other job to do it on and no desire to level up another job at the moment?
