Hello SE,
You know how we like our DRG and like FAIR pet rules for everyones, so...
It is time to get rid of lvl 1-3 cap for wyvern it make no sense anymore.
Does pup got to cap lvl 1-3 their pet ?
Does BST have to cap 1-3 lvl their jugs and pet ?
Does Smn have to cap avatar to lvl 1-3 ?
Or at last wyvern should lvl up overtime when called, and fast, due to lots of zoning problem with this matter.

You actually think there isn't? Wyverns get more powerful the longer they stay out as you gain experience. "The paramaters of X have increased."

That's two different things. BST jug pets are summoned with a variable level, which I believe was what the OP was referring to by '1-3'. Call your wyvern 100 times under the same conditions, it will have the same HP, and therefore and level 100% of the time. The wyvern does not level up in the true sense of the word. It gains increased maximum hp, an increase to damage, and an accuracy bonus, which while similar is not the same thing for a couple of reasons primarily relating to level correction formulas.

It just sucks that our wyvern cant ever be optimally strong in any kind of battlefield due to the system currently set up.

Heres a few things to put into perspective regarding your post:
No, none of the jobs you mentioned have to do a gradual level increase for pets, which you seem to think is unfair.
however:
#1 Puppetmasters
-have to skill up 3 different sets of skills (Magic, Melee, Ranged)
-Pay/Farm up the ass to get all the corresponding attachments
-Have very little DPS on there own. Automatons run the show. (Unless your sporting a Mythic or Emphyeral).
#2 Beastmasters
-have to pay/farm to use jug pets
-Don't have the greatest DPS on there own.
#3 Summoners
-Have to spend a descent amount of time to get there avatars. Particularly, Diablos, Fenrir, Odin, Alexander.
Yes it is alto easier now but it doesn't make it any less annoying.
-Have to pay to use there Avatars in the form of MP. Less of an issue at higher levels of course pending gear.
#4 Dragoons
High DPS with or without the wyvern Present
Can call wyvern free of charge although a shitty recast timer
Lacks any true pet commands with the exception of Restore Breath & Smiting Breath once a minute.
I'm a level 90 Dragoon and 90 Puppetmaster and I'm very knowledgeable of the versatility of dragoon.
Honestly I wouldn't consider Dragoon a pet job per say.
You pretty much are DD with a permanent adventure fellow tagging along.
I really don't think having to cap your wyverns experience threshold should be that big of a deal considering your DPS is pretty dam good without it.

People should get SE to add a like button...
Is SE cant protect wyvren form AoE (which they should possibly start working on...) they should at least lower recast timer of call wyvren to... say... 10-15mins instead of 20?

Could also just let the white magic spell Shellra and Shell extend to pets. That would give it -27% MDT at least.

Well honestly it isn't fair that we don't have a "Deus Ex Automata" feature.
Let's be pretty realistic, your wyvern dies way to fast. If an AOE hits and it will, you have choice between spirit linking and killing yourself after the next AOE hits or letting poor Azure get taken to Tiamat Heaven :/.
In this regard Dragoon needs something like:
Spirit Pact: Brings forth your wyvern in a state of dismay.
Recast: 1:00
Wyvern's HP recovered at the time of use will be based on 1/2 of the Dragoon.

The Cat2 Merit trait "Empathy" allows you to extend buffs to your wyvern, another benefit we have that other pet jobs do not.
Back on the subject at hand, allowing accumulated wyvern experience to track across zones would require going back to some very old code to allow for addition of cross-zone variables, which I'm going to go out on a limb here and say is probably a pain in the ass from a coding perspective as they did not include it in the initial 2008 patch which added the progressive stat increase.

The Cat2 Merit trait "Empathy" allows you to extend buffs to your wyvernThe Cat2 Merit trait "Empathy" transfers 1-5 (depending on number of merits) random Buffs to your wyvern.
Empathy is only worth 1 merit so you can spirit link for TP when your wyvern's HP is full.

the cat2 merits other than angon are a joke....the lvl thing is annoying, but can go either way. they could make him stay as strong as he is when first called now... or make him as strong as his 3rd stage or whatever when called. i dunno it does seem like a useless mechanic. I hate his HB being so much weaker before he "lvl's"

What is the new max healing breath? havent played drg in a long time and i remember it being somewhere between 300-400 before level cap was raised.
