Silence not taking effect even though it is used before enemy finishes the casting.

Steps:
1. The dhorme chimera begins casting the Ram's Voice.
2. before the enemy cast is finished, I use instant ability "Blunt Arrow" which normally interrupts enemy's casting
3. As seen in combat log (in the screenshot attached) - even though blunt arrow went off and enemy received Silence Effect, before the cast of Ram's Voice was finished, the cast was not interrupted.
