There are many ways to lean, you study art, learn from artists, learn by yourself. There
are lots of drawing books and so on...

Wacom has some affordable entry level tablets. You can see if you get some older model.
Mind that it is harder to draw on a tablet than on paper, it takes time and practice to get used to it.

Talent is no other than lots of hard work, practice, motivation and dedication.
everyone could learn it.

Btw i think you should repost all the old works, every time you create a new work thread.. so you don't have fragmented (and lost) topics.
