The quest and description states: "According to Minifilia, there has been another sighting of Lahabrea in the North Shroud (Gridania). Speak to the Sylph Noraxia for details".

Upon opening the map locator of the quest, it displays the world overview centred on Thanalan instead. After zooming in once by clicking on the quest icon at West Thanalan, attempting to zoom in further will do nothing. Furthermore, on the West Thanalan local map, the quest location is not displayed at all, anywhere.

She's in the same building as Minifilia. When you exit the first door after talking to her there is a hall to the right where all the main story characters are hanging out.

I can confirm that the map link for this quest is bugged. It sends you to no place in particular. There is no icon indicating the appropriate spot in Western Thanalan. It doesn't help that the text of the quest includes the following as the only mention of a location:

According to Minfilia, there has been another potential sighting of Lahabrea in the North Shroud. Speak with the Sylph Noraxia for the details.
