Main Scenario quest bugged after <The *cityname* Envoy>

I know there are a lot of these posts out there but i'm going to make mine.

My last Main Scenario quest was <The Ul'dahn Envoy> And i can't get the next part <Call of the Sea> because all the npc's refuse to speak with me, they just reply with the normal pattern if they don't have a quest for me.

I have already used 10,000 gil trying to go around and talk to every single npc with no luck. After searching the internet there are 2 possible npc's that would give me the quest Baderon in <Limsa Lominsa> and Bartholomew in <Ul'dahn> neither of them will speak to me.

There have been posts about going back and forth trying to get the quest to work but nothing has worked for me so far. This bug is single handedly making me go bankrupt.

Character name: Jaska Sankari
Character world: Malboro

Edit: The NPC's will talk to me but they just loop the normal texts when they don't have quests for me. I can talk to npc's, this is not the problem. The problem is that the next part of the quest doesn't come up for me.

Did you guys goes to the city-state's respective Adventure's Guild?

Have any of you had this resolved yet, been trying to do some research since my husband is having the same problem.

Incase any of you havent figured it out yet, You need to go to Old Gridania and talk to the Serpent Officer in Nophica's Altar.
