about global cooldown

Is weapons skills supposed to be same gcd with all abilitys ?

In the beta abilitys icons doesn't go cd when I am doing combos

with weapon skills in battle but I can't use them instant after

char done with weapon skill action , had to wait

Like 1 second to use taunt when I got ot'ed as a tank
