Has to do with how fast/slow your net loads the page.

My internet is fine

speed tested it as well 5/1 and I am the only one using it

I load the ffxiv beta forum just fine?

sometimes my net gets a tiny hiccup, maybe about half a second, so it lags loading some of the graphics and will just throw the text at me lol It doesn't happen often but it does, and I get the same thing you do.

Mine seems to be stuck then, because I can keep refreshing and it'll be the same

Try to clear your cookies/cache.
I've had problems like that when my internet was having weird slowdown issues, it's like everything was falling out of synch, not just loosing speed.
