Will Special Items be avaiable for characters already existing?

I realise that with the old system it could have been painful to hand Special items (such as the Garlond Goggles, Asuran Armlets) to characters that already existed. However with delivery system in 2.0 I'm wondering if it could be actually possible to get Special Items via delivery moogle (or when recreating our characters maybe) for those characters that already exist?

I missed the item because I didn't read how you obtain it and I believed I could get it anytime later. Obviously it's only my fault but I believe it would be great opportunity to give us another chance to obtain those missed items. I know I'm not the only one who made such mistake.
