If we were talking about some puny storm I would agree uni. But were not, were dealing the plot macguffin for the entire world revamp.And yet it is a fortification. temporary forts are usually built from local materials like wood, packed earth or snow. Castrum Novum on the other hand went beyond stone and was built with armored curtain walls and reinforced gates. It doesn't paint me as something that's going to be torn down easily. Also, it makes more sense from a logistical view: Why move all those men and resources into Mor Dhona if you're just going to abandon it afterward? That place was built to stay.

Don't worry! The items that can be found in Castrum Novum will be available in A Realm Reborn as well.
As for Castrum Novum itself...

Tired of hearing "Primal Weapons 1.0 only" "All instanced dungeon content 1.0" "Imperial Gear 1.0 only", so far all together I've seen all end game content declared 1.0 only.

Stop. We already have 1.0 only items and achievements and we will get another visual piece to our characters as well. (This is not to say lore inconsistencies should happen just to be available in 2.0, but most of the items can be used outside of a given lore (like imperial gears, and primal weapons)).
