Provisioning Item #4 not unlocking

All other weeks when an item gets full the #4 option unlocks.. this week however it is not working.

Several items have been filled twice now and still not unlocked the fourth supply option.

Which of the 3 items needed to be capped for supply or provisioning categories appears to be random. You have a 1 in 3 chance of guessing properly, if you are trying to force the 4th option.
