A Relic Reborn doesn't seem to flag when going to the NPC Gerolt in East Shroud. Anyone know why? Lodestone doesn't show any pre reqs to the quest.

Like above its not a matter of speaking with him. You got some seals, key items, drops from hamlet, and soiled promissory note before you even begin to speak to that npc.

Go talk to Rowena, who is opposite the Aetheryte plaza on Ul'dah's main strip. You need to trade beastmen seals from the hamlets (rare drops) for a soiled promissory note, which will get Gerolt talking.
