This is false, however: it may be that items require a certain level of contribution in order to appear. If the hamlet was under attack as the server came up, no contributions were made, thus the situation at hand.

You definitely don't need to get to rank 2 in order for any items to appear. Rank 2 reduces the cost of the items though, and they can be purchased while under attack.

Thanks for confirming that they're all on separate timers though, I wasn't sure yet haven't run out to any new ones.

Hamlet Vendor npc's as others have said, but the prices are cheaper if the Hamlet's supply rating is rank 2 (unless that got changed in a recent patch).

Couerl Skin is available from the Hamlet merchant in Wineport. 27k during Phase 1, 18k during Phase 2. Also during Phase 2 he offers the +1 version, but it's 180k a piece.

Coeurl Skin - 27k from NPC Uchtred at Aleport LL. He also sells Animal Fat, Hardened Sap and Lime Sulfur for 100k.

It is possible to get Couerl skin from local leve as reward.
It seem to be item #3 which mean you need to get +300 points total for that local.

(Got that hide before Limsa and Uldah hamlet got added + it was a Gridania leather local)
