It is most likely similar to the Peacock Ore and Coke--you can only buy NQ versions from the Hamlet vendor.

Coeurl Skin - 27k from NPC Uchtred at Aleport LL. He also sells Animal Fat, Hardened Sap and Lime Sulfur for 100k.
I Imagine the NPC at The Golden Bazaar also sells some new items.(0)
