The only reason why Ifrit took so long to kill was because of the terribad server structure and animation lag that plagued the instance and fight.

Partially, because they were. But the key here is that they "eventually" became easy. When they were first released, they were very hard. King Behemoth, Fafnir, Aspid, etc etc were very difficult when they were first released. After 6 years though, I could kill them while sleeping.
People who entered FFXI 6 years after release claiming everything is easy is simply due to the fact that strategies had been formed, executed, and perfected daily for several years.
But that content took a long time before people could just sail through it. Months.. years?

I did like 60 attempts on Garuda now, and I think that Garuda also has a 'luck' factor, which Ifrit & Moogle have less. Most stuff is rly easy to avoid, that is defo true. You won't die of her Aerial Blast when you kill all the plumes correctly & get her down fast enough.
If you reach phase 2 & 3 that's something else. Luck can make this fight way easier/harder.
Maybe we didn't find out yet how you can avoid her teleporting to the 'annoying spots', but till now we noticed that her teleporting is pretty random. If she teleports to easy spots, no one dies, if she teleports to the edge of the circel, then you need to be lucky that the server registers your running fast enough XD
I can be totally wrong on this though, maybe there are very easy ways to avoid her teleporting (like BG, just kill it rly fast they don't even get that phase), but for now we are just trying to avoid the attacks as good as possible.
So compared to Ifrit/Moogle, this fight is way more luckbased imo. And that's why I think they made the drop 100%.

That's wrong. There drop 2 each fight = 20 wins for a weapon.
You needed 20 nuts for a kupo weapon. 1 nut per win if you are lucky = 20 wins AT LEAST for a weapon (with the low droprate it's more like 70 wins)
So this has really nothing to do with the 40 headdresses for a weapon.
