Rank advancement within Grand Company rip off

As I was trying to advance rank within a company it asks for a set ammount of seals. I turned in 2500 seals for a rank advancement, then received a notice I first needed to complete a quest first. I checked my seals again and I have -2500 seals then previously yet no rank advancement. Any way to have these refunded? Any help would be appreciated.

Do the quest and you'll be ranked up.

Correct. The 2500 seals was meant to purchase the GC key item, which allows access to the soloable quest. Upon completion of the quest, you will be automatically promoted to Sergeant Third Class.

The time I saw seals missing without rank up, I cried into my linkpearl. I honestly don't recall the relevant quest lore-wise asking for the item. But I couldn't accept the GC quest until I had said mysterious item.
