Japan, NA, EU and UK regions have different prices in Mog Station to begin with, and the rates aren't 100% equall (despite that, the % that sub costs to wage in those countries is similar). 1.0 players have a discount for a sub. Some countries have discounts for playing trough Steam.
Second: Subscription is "Same" when "sub/minimum wage * 100% for country A = sub/minimum wage * 100% for country B".

Brazilian minimum wage: 1045 BRL/Month, which is 218,09 USD as per today. What was the sub for NA region again? 12,99 USD? 12,99/218,09 * 100% = 5,9%
Russian minimum wage (Russia is considered EU region, so will move it to EUR): 12130 RUB/Month, which is 150,25 EUR as per today. EU sub is 12,99 EUR, so 12,99/150,25 = 8,64%
And now there is US, EU, Canada and Japan
Canadian minimum wage: 11,06 CAD/Hour, which will make for about 2123,52 CAD/Month, if you work 24 days and 8 hours. Which is 1534,78 USD. 12,99/1534,78 * 100% = 0,85%.
Germany & France minimum wage (both are about the same, according to Google): ~1550 EUR. 12,99/1550 * 100% = 0,83%
UK minimum wage: 1524 EUR, which does about 1357,44 GBP. UK sub is 8,99 GBP. 8,99/1357,44 * 100% = 0,66%
US minimum wage: 7,25 USD/Hour, which with 8 hours/24 days will do 1392 USD. 12,99/1392 * 100% = 0,93%
Japan minimum wage: 874 JPY/Hour, which with 8 hours/24 days will do 167808 JPY. JP sub is 1408 JPY. 1408/167808 * 100% = 0,83%
Does it mean that 12,99$ is not much for EU or NA or Canada or JP players? No, it doesn't. I'm quite sure there are plenty of people that struggle to pay this sub. But there is significant difference between "more than 5% of wage" and "less than 1% of wage". We don't pay the same.
