Can't Launch Game

I can open the launcher, log in, hit play, but when the game window comes up it's just a black screen with the error "not responding".

I have tried switching from directx 11 to directx 9. I have tried running as administrator. I have tried going to the config in the launcher and resetting to default settings. Tried right clicking, properties, compatibility, and selecting windows 7. Lastly I even tried to go to config so I can display the system information...but when I hit display, nothing happens so I can't even provide the system information either.

I was able to launch the game just fine 1-2 nights ago.

Edit: After trying all the steps and nothing working, i restarted my computer. somehow now it decides to work.
