They were husband and wife, and Gerolt loved Rowena dearly. But she's obsessed with ambition and was about to get herself killed. Gerolt decided to step in and did certain thing - the short version is he bankrupt Rowena but at the same time saved her life. This made them divorce, and Rowena set out to rebuild her fortune/ambition, it might have started out she got him on the hook to pay back what he made her lose but this is just Gerolt's excuse to stay by Rowena and support her dream while keeping an eyes on her. He still loved her despite no longer being her husband. Remember Gerolt had paid off his debt several times, and each time he always did something dumb to be indebt to her again. Do you think he's that stupid? And someone as smart Rowena probably realize his intention long ago and just play along.
Actually, from what I remember, it is a bit different from that. Yes, they were married, yes Gerolt did something to take all of Rowena's money to essentially save her life.
The reason Rowena was being targeted by assailants wasn't because she was too ambitious, but because she absconded with a bunch of loan money to go after Gerolt after he was kicked out of Ul'dah due to the machinations of his old master. Though they lived together for a while, Gerolt soon realized the truth, and then behind her back, ran off with the money to pay back the debtors before disappearing. Rowena then became a self-made women and began to search for Gerolt (whether for revenge or for love I don't know) By the time she found him again, he had become a a broken man bereft of love and zest for his art, a drunkard selling kettles in Hyrstmill, and she paid off HIS debt to try and inspire him to the passion he once held and that he shows time to time in the relic quests.
