I imagine so, since it should be tied to the achievement.
luckily when you skip the cinematics it's pretty fast.

I don't know why achievements would have anything to do with the armoire.

Achievement/quest completion would be required to buy from the calamity salvager. You can get the outfit without getting the achievement, the salvager is probably going to check quest completion.

Finishing the event did not allow me to put the gear into the armoire.

Achievements don't have anything to do it. You just can't store it the armoire because SE didn't allow you to, but the patch on Tuesday will let you.
