Can't enter Triple Triad Battlehall most of the time?

I've been challenging the npcs in the Battlehall for their cards. The first time I tried to get in yesterday through the duty finder, it would not work. Talking to the Triple Triad Master also did not work.

Later that day I tried again and was able to get in and challenge the NPCs.

Now, it's back to not working again. Is there a window of time during the day where the battlehall is available? I can't seem to find any info on it anywhere else.

ETA: I was not in any other queue while trying to enter the battlehall

If you want to play against the NPCs there, you can just walk there in the Gold Saucer. The Duty Finder option is to match you with other players.
