At the latest, for 5.2 (early February I guess) otherwise 5.18 (or whatever they call it) that would come a bit before that so around january...

Well for Stormblood it was as follows: Deltascape was unlocked in patch 4.18 on 12/12 (4.2 came out on 29/01). Sigmascape was unlocked in patch 4.36 on 07/08 (4.4 came out on 18/09). So roughly a month and a half before the next tier comes out is when they typically unlock Savage.
