It did, it's in the patch notes. Wanderers on other worlds contribute to where they visiting/currently located and not where they came from. So aside from the congestion issues, it's actually beneficial for a world to have visitors for this activity.

WoW started doing that and it seems to be working pretty well. Some events give you a 1 hour duration "can't get rewards from this again" debuff upon completion. It lets people do the events locally when they spawn, but keeps people from constantly server hopping and overloading instances.
For the activity itself, perhaps. It is detrimental, however, to the players on their home servers, choosing not to server hop, being locked out of participating due to the wanderers filling the area. Blocked from rewards that you should've had access to.
The event will be completed regardless, so there's no real benefit to have world visitors.
Since the Fate is tied to the server, wouldn't best solution be to have it instanced, but have all the instances pop the fate at the same time? Whichever finishes first triggers the next part of the chain? This would spread out the fate and allow more people to participate, and also reduce the lag. Just peaved more than anything else about this. The first fate I was able to be apart of, but I could not participate due to the lag (I could not target anything). The second fate that popped, I could not participate due to the zone being congested and I could not log in due to all of the off-worlders in the area. I just feel frustrated that I cannot participate on my own server.
This will calm down but how far down the road? when the restoration is close to finished? This needs a short-term solution to deal with the congestion.

Blocked from what rewards exactly? Most of the items that can be obtained with Scrips can actually be traded with others and/or sold on the Marketboard, so it doesn't matter at all who competes the activities (wanderers or locals). And I'm sure whether players choose to participate in the event now or later down the line, the rewards will still exist so in this regard no one is completely blocked from them.For the activity itself, perhaps. If a group of players want to join their friends on X world to do the activities, let them, that's the whole point of world visit. Just add temporary instances to the Firmament, simple that's all it needs, non of this drama about being blocked.
Forcing a server to not be able to participate in a specific fate on their Own server and having to make them craft for it is unbelievable because people get greedy and make other servers congested. People want to feel like they're contributing to the project, not have other people do it for them. This whole thing has make other servers toxic toward each other when this was suppose to be a work together event, now it's just people shouting "Get over it". If you want to join your friends and craft to help sure, but you should not be able to participate in the fate on another server. The fate needs to have a daily limit to it to lessen the chance of congestion. Making instances to the firm will not solve anything since people will just do the fate and switch instances still making it congested.Blocked from what rewards exactly? Yoshi has spoken, emergency measures maybe implemented but for now it really is a "get over it" situation and see what happens.

On a side note, did it really take this content for people to make a big fuss when such congestion issues have been going on for a substantial amount of time already, specifically talking about hunts. But that's fine, wanderers come to kill stuff all the time and "lock" others from participating in hunts native to their world, but hey ho let's act like the problem is new....

The Ifriti horn is tradeable. There were several listed for sale for 5 million. In the fate I was in last night on Bryn before I fell asleep from exhaustion, it looked like more than half of the participants were wanderers and people were reporting being locked out of the instance on the home world. People may have been helping and thanking wanderers for help on our server. We do value kindness, but we don't really need the help. Bryn has plenty of crafters.
I do think it sucks that you can't join friends or that balmung or mateus may now have an overcrowding problem, but you choose what server you're on. You can always make an alt for lower-population servers, and with the new leveling changes, getting high enough to participate is a snap.
But this fix is flawed. It does suck that you can't participate in a FATE that may be up while you're playing when one isn't up on your own server.
I hope they implement instances soon for this event, and deal with the issue of people exploiting even that, when it hurts other players.

A possibly better solution maybe would have been, until all worlds in a data center hit the same point, only then will the fate spawn at the same time on all worlds. But I can understand just preventing players from other worlds participating.
