This may be a bug or it may be a "technicality" (in which case it would be helpful to change the in-game error text and/or help guide).

Steps:

1. Unlocked "New Game+" feature at Vesper Bay

2. Attempted to initiate NG+

3. Received the message "Unable to commence New Game+ while undertaking a leve".

(I have several accepted leves in my journal, but was not doing anything I would understand to be "undertaking a leve", ie. having activated a battlecraft or fieldcraft leve and shifted into that gameplay state.)

4. Tried again at inn room in Limsa Lominsa; received the same error.

5. Switched to another character with no leves accepted; unlocked NG+.

6. Successfully accessed NG+ with this second character.

7. Suspended NG+. Accepted a battlequest leve. (Did not activate it and was not in the zone where the leve would take place.)

8. Attempted to resume NG+ and got the error "unable to resume New Game+ while undertaking a leve".


It seems that it is blocking access as soon as you have any leves listed in your journal. Perhaps this is indeed how it is supposed to work - but if so, it would be helpful to make this clear in the NG+ help guide, and possibly alter the error message. I would have assumed it was referring to actively participating in a leve.
