It was stated many many many times that not only would the achievement no longer be obtainable but the rewards would not longer be available after 5.1, I highly doubt this is a bug.

Not a bug, it has been stated on the lodestone and since the beginning of the expansion on the client that garo items will not be obtainable. The only way to obtain them is through the calamity vendor if you have bought them before using wolfmarks.
