Ingenuity - What is effectiveness?

So with Ingenuity in the new patch it says "For the next five steps, effectiveness of Touch and Synthesis actions is increased". Are we talking about chance to succeed? and if so by how much? I've tried seeing if it changes the efficiency but didn't see any difference.

Ingenuity used to lower the level of the recipe you were making for 5 steps, thus making your skills more effective at improving quality and progress. It was mostly only noticable if you were working on starred recipes. I imagine(though havent yet tested) that this is doing the same thing but maybe in the opposite way.

So I did some testing with it and Ingenuity appears to be doing the same thing it did previously. It looks like the description was just reworded to be more approachable.

To answer OP: it increases the amount that synth and touch actions increase progress and quality by. It doesn't affect success rate.

The amount it increases depends on the recipe level in relation to your crafter level. It doesn't do anything once you're a certain number of levels over the recipe level.
