Steps:
1. Create a party via the party finder and wait for someone to join
2. Remove a toxic player from your party via party finder
3. right-click their name in-game, and select "Add to Blacklist"
4. The player will not be added to the blacklist, instead, you will get an error saying "Unable to add player to blacklist." The player will be able to re-join your party via the party finder.

This is not a bug.
You simply can't add people from other worlds on your black list, just people from your world.
Maybe they will expand this with the World Visit feature.

That's not entirely correct. If let's say you did something via DF and afterwards you wanted blacklist one of players (from another world) for whatever reason, you could do so by going to Contacts and BL them from there. Now I'm not sure if it's the same with players through PF, I mean I imagine so as they would also appear in Contacts once you entered a party together, but currently it's definitely possible to Blacklist players from other worlds.

you can blacklist from the contacts list if they've been in your party. Also silly point to make but make sure your blacklist isn't full either =p
