Extremely random DirectX 11 fatal error 11000002 since changing GPU

So I recently had my pc rebuilt with a new GPU (among other things) and ever since then I have been plagued by this fucking error message.
It happens at the most random times, and when i say random, I mean RANDOM. Sometimes I can play for over 6 hours without trouble, sometimes it shows in less than a minute. It doesn't matter if I'm in a crowded area, in an instance (duty or Gold saucer fate), fighting, crafting, idling in a remote area with no one around. There is simply NO discernable pattern to these crashes. They can happen when I'm alt-tabbed out or properly tabbed in the game.

My GPU drivers are up to date (last one was released as recently as late february this year)
I have tried underclocking AND overclocking my gpu.
I have uninstalled and reinstalled the game completely from scratch (I launch the game via Steam).
I have played the game on lowest possible settings, and the highest too, fiddled with the fps cap to no avail.
I have played it in full screen, windowed and borderless windowed mode, even changing it manually in the FXIV.cfg file in My Games > FINAL FANTASY XIV - A REALM REBORN.
I'm have played it without overlays like Discord, web browser etc. I'm not using Reshade or mods.
I have toggled directx11 AND directx9 on and off in the launcher and via Steam properties (where I also played it in directx12)

And the ironic thing is, when my game doesnt crash, it runs perfectly. I have constant 60+ fps, zero load times and my gpu doesn't overheat in the slightest.
PLEASE HELP ME. I am about as techsavvy as a caveman so if you need to explain what I need to do, please dumb it down to the point where you are worried you might be genuinely insulting me, and I MIGHT have a chance of see what you're getting at.

No, I have not made new installments or downloaded new drivers etc, since my pc had parts (new gpu, new fans, more internal harddrive space) changed and reformatted to be a completely blank state. This was done around mid february, and ever since then I have been plagued by these directx crashes. I have never experienced these specific directx crashes until I rebuilt my pc (which had to be done due to other causes not related to ffxiv).

Edit: Just checked Windows Update (I use windows 10 and directx 12) and it says I have all the latest updates.

Have you tried reinstalling the drivers? If you have not done so already, could you try reinstalling Direct X? What was happening at the time of the crash? Did you have any program open in the background? Were you loading the FFXIV launcher or were you trying to access a certain area of FFXIV? You mention that you were able to run the game without it crashing for a little bit. Were there any differences in what was running on the computer at the time the game crashed versus when it is was not crashing?

So this sounds like me a few months back. My issue turned out to be items plugged into the USB port!?!
* I would plug in my phone to charge and then "randomly" my computer would reset during the charging process. Took a long time to figure that one out.
* Then a different time : If I put my USB hub into the back of my PC with the other items it pulls down the power enough so the PC won't boot. (6 USB items) Plug it in after boot - no problems - totally repeatable. Solution was to use a different USB in the front.

Don't know if it's the same issue you are having but I'll put it out there for consideration.

I'll also point out that Direct X also controls your sound. The issue could be with the audio system and not the graphics card.
