Error with Missing quest

Im putting this bug report for a friend, he screen shared his journal and screen. No quest appeared, even though we completed turn 5 on the first coil.

Date & Time: Couple days ago
Frequency: Reloaded area couple times still missing
World name: Jenova
Character name: Seiryu Newhope
NPC name: Urianger - The Waking Sands
Class/Level: WHM 53
Party or solo: Was in party at time
In-game time: 11pm maybe
Area and coordinates: The Waking Sands
Steps:
1. Bought a scenario skip potion
2. Leveled healer to 50
3. Grabed quest for coil, and completed it
4. Go back to grab quest Primal Nature, nowhere to be found.
*Add more steps if necessary

Did you do Ifrit, Garuda and Titan hard mode?

I think the skip potion doesn't mark them as cleared to unlock this quest.

All three are done, i rebember doing titan hard twice to make sure, ifrit done, and garuda. Did all 3 to get him ready for the EX's

I remember going through them right after another titan, garuda,ifrit, grabbed coil, and went and did it. Came back to waking sands to pick up the ex's and it wasnt there. Did titan again as a 2man, cleared it again... nope

I guess it's a bug then.
I did a test with an alt and I got both quests (Primal Awakening and Primal Nature) unlocked after Titan hard mode.

All he and I want is for him to have the ex's unlocked to do. He has been wanting to do them.

Ask your friend to check his journal to see if he did the Primal Nature quest.
Since this quest is just to go to Gridania maybe it's already done and all he needs to do is to get the Gale-force Warning quest with the Serpent Commander.

Thats not there we checked that first. Then looked for primal nature. Since Gridania was his return aetheryte.

I would be happy to do the hard modes again but its currently not giving me the extreme modes. I really enjoy challenging content so the extremes are what i am most interested in doing. anything i can do to assist the process id be happy to do. I am currently online if we need to try some things.
