A + B - X = C
So A is merged with B, who gets to keep the duplicate name? The person from A, B or neither? That is a bigger issue than most give credit for. I don't want lose my name, I have built a reputation and have a attachment to my name. Would Doctor Mog like it if he lost his name because of the merger? If I lost my name due to someone else merging, I would be very upset. What system would be fair for deciding who gets the name? First to log on? Both lose it? Either way you look at it, someone is going to be upset. Granted, with name and surname combo, this is rare thing; but will happen during the merger.
Second, what if someone didn't want to merge with that server. For example, it is known the Besaid is the 'role play server' and people do not want to be in that kind of community. So now people are forced into a community or they can jump server and leave their friends behind. Fun choices...
I could get more points, but this dead horse has already been beat into glue.
The change from plan 4 to a, possible, 2 mix really doesn't change that much. SE has given me the impression they want to be fair with this and not punish people. So high or low population server, you will feel the effects of the merger. I would guess that SE is still going to provide the option to jump to any server, but if we don't we will be placed on the planned A + B server. We gain the comfort of that our community will remain intact as some people jump servers, some will, and another community is thrust in to it. This option helps the non-paying inactive players the most. Now they have the highest probability of being a on server with their friends, assuming that their friends haven't quit themselves and stayed to play on that server.
The only issue I have right now, is this reassessment of the merger might delay the merge. Besaid has been slow for about a month and I would like the merger to happen sooner than later.

I am sorry for creating problems for everyone with the World Merge.
In regards to the World Merge specifications that were announced the other day, we have received a large amount of feedback from everyone and I would like to share with you the results of our re-exploration of the specifications. Since this is a forum post, and not the specifications itself, this is more of a concept, but until the official announcement is released, please check over these two posts in regards to the direction of the specifications.

The specification overview is an extremely large amount of text, so I wrote out a brief version. If you just want to get a grasp of the content, then please just read over this post.
The foundation of the World Merge will be based on consolidating multiple existing Worlds as below:
A + B = New World
For both existing Worlds, Linkshells, Friend Lists, and Blacklists will remain intact. The Worlds will be consolidated from the current 18 Worlds into 10 Worlds, which includes a completely new World recommended for players in the EU time zone. The 10 new Worlds will have completely new names.
Also, at the same time as the World Merge, we will be temporarily accepting “World Transfer applications,” so if you are looking to change to a new World, take this opportunity to do so.
In regards to character names and Linkshell names, I have written about the handling of those at the end of the next post, so please check it out.

Will we get a list that shows what two worlds are merging? Would be nice to know so we get a general idea on who is going to be in the new server with your own server.
Actually, with the new concept in mind, it sounds like all 18 worlds will take part in the merge and no two worlds will be left out.
If basic math has taught me anything; I'd assume nine 'server As' and nine 'server Bs' would merge together to create nine newly named servers. The tenth server, under this concept, would likely be a fresh and untouched server recommended for those playing in the EU timezone.
