Image link seems broken, but following the image address I'm guessing you're looking for that armor and weapon? It's a subtle recolor of the standard level 50 Drachen/Wyrm dragoon artifact armor with the level 50 Gae Bolg. You get the armor from completing the level 50 dragoon class quest automatically, and the weapon from completing "A Relic Reborn (Gae Bolg)" from Gerolt in the North Shroud also at level 50.

It's not quite possible to get the exact same coloring as Estinien's Drachen armor though, as the detailing and embellishments on his are more silvery whereas ours are more gold/purple.

you can modify the AF armor in mor dohna to make them dyeable... maybe give it a try with silver dye than

    https://www.reddit.com/r/ffxiv/comme...artifact_gear/

"The first set of Artifact gear (i55) is dyed by upgrading it to Augmented artifact gear.
This is done via a crafted item which you turn in with the AF1 piece to receive the augmented piece that can be dyed."

"You can buy or get a 3-star Alchemist to craft the armor augmentation and then trade both the augmentation and the job armor to an NPC called Kakalan in Revenant's Toll. Just note that for you'll need 1 piece of augmentation for each piece of armor. So if you want to dye the full set you'll need to get 5 augmentation."

so yeah you need the AF-Armor and several Alchi/MB craft items to make the whole set dyeable ^^
